Louisville Metro’s Office of Arts + Creative Industries and the Commission on Public Art believe:

Description:
The Louisville Commission on Public Art invites submissions for large-scale mural installations throughout Louisville-Jefferson County Metro. This program provides funding for artists to activate publicly accessible spaces to increase community vibrancy, and provides space for artistic expression and public engagement. Proposals may be submitted by individual artists or artist teams.

Budget:

Funding will be available for projects proposed in any of Louisville’s 26 Metro Council Districts. Award amounts will vary based on scale and scope of the project. Maximum award is $20,000.00.

The selected artists, or artist teams, will be awarded a comprehensive contract. The artist will be responsible for artwork design, materials, installation, insurance, project documentation and reporting.

Locations:
A minimum of one mural will be selected for installation on Metro Property. Additional projects will be funded for installation throughout the community.

Installations on both public and privately-owned property will be considered. The artist applicant is responsible for obtaining permission from the property owner and must confirm that any required permits can be obtained prior to submitting an application. Designs proposed for private property must be accessible to the general public and may not advertise, promote, or endorse any business, organization, or event.

Selection Process:
The Commission on Public Art will review artists’ qualifications and proposals. Louisville Metro Government reserves the right to reject any or all applications, proposals, applications, or projects, and to modify or terminate the application process or the selection process for any reason and without prior notice.

Selection Criteria:
Proposals will be evaluated on artistic excellence as evident by submitted materials; professional experience; community value added; compatibility with the architectural design, facility environment, and values of the City of Louisville.

In alignment with the Commission on Public Art’s mission and vision, proposals should:

  1. Not pose a health or safety hazard (including, but not limited to, trip hazards and driving distractions).
  2. Not advertise a business, organization, political party, or person holding or seeking office in government.
  3. Not be interpretable as advocating hate, violence, racism, sexism, bigotry, or obscenity.
  4. Offer an enduring message, aesthetic, concept, or memorial, one that reflects on the moment in which it was produced but also on the history of the site where it is placed and the future into which it enters.
  5. Offer an enduring message, aesthetic, concept, or memorial that is inclusive of all Louisville communities or, at a minimum, cannot be interpreted as exclusive to or of any particular community.

Deadline to apply: January 3rd
Proposals selected: February 1st
Installations: March 15 – April 30

Eligibility:
Eligible applicants must reside in the Greater Kentuckiana area

Additional Requirements and Restrictions:
Demonstrated experience with public art projects with a similar budget and scope preferred.
Project scope must include the application of a UV fade resistant and graffiti protective coating.
Limit one submission per person.
